Our Mandate

Kazungula Town Council is the official local authority for Kazungula District, operating under the framework of the Local Government Act No. 2 of 2019. Its mandate is to provide local governance and coordinate development activities aimed at improving the quality of life for all residents in the district. As the principal agent of decentralized governance, Kazungula Town Council is entrusted with a broad mandate that covers essential public services, regulatory functions, and community development. Its core responsibilities include the following:   Service Delivery The Council is responsible for ensuring that basic services reach all parts of the district. These services include:
  • Solid waste collection and management
  • Maintenance of local roads, footpaths, and bridges
  • Provision and oversight of water supply systems and sanitation facilities
  • Construction and maintenance of public amenities, such as markets, bus stations, community halls, and recreational spaces
  • Street lighting and firefighting services in public areas
Development Planning and Budgeting The Council spearheads the planning and coordination of development activities in line with national priorities and local needs. This includes:
  • Preparing and implementing the Integrated Development Plan (IDP).
  • Annual budgeting and work planning.
  • Coordinating sectoral projects and programmes.
  • Monitoring and evaluating the performance of development interventions.
Land Use and Infrastructure Regulation As the planning authority in the district, the Council regulates:
  • Land allocation and development control.
  • Approval of building plans and infrastructure projects.
  • Enforcement of building standards and environmental guidelines.
  • Removal of illegal structures and unsafe buildings.
Public Health and Safety The Council plays a vital role in protecting the health and safety of residents through:
  • Public health inspections of food premises, butcheries, and trading spaces.
  • Regulation of street vending, food handling, and waste disposal.
  • Licensing and control of abattoirs and livestock movements.
  • Efforts to prevent and respond to disease outbreaks in collaboration with the Ministry of Health.
Community Engagement and Participation The Council ensures that development is inclusive and reflective of community needs by:
  • Supporting Ward Development Committees (WDCs)
  • Holding public meetings and consultations
  • Facilitating participatory budgeting and planning
  • Encouraging civic education and grassroots decision-making
Environmental Management Protecting natural resources is a key responsibility, especially given Kazungula’s location within the KAZA Transfrontier Conservation Area. The Council:
  • Promotes sustainable land use and environmental conservation
  • Supports afforestation, anti-erosion measures, and climate change mitigation
  • Monitors the disposal of hazardous waste and industrial pollutants
Local Economic Development and Investment Promotion The Council plays a proactive role in stimulating the local economy by:
  • Creating an enabling environment for small and medium enterprises (SMEs)
  • Supporting agricultural extension and market linkages
  • Attracting investment in tourism, infrastructure, and trade
  • Managing local markets and promoting value addition industries
Revenue Mobilisation In order to finance its programmes and services, the Council:
  • Collects revenue from property rates, business licences, market levies, and service fees
  • Receives grants from central government and development partners
  • Develops and manages income-generating projects to boost local revenue
The Council operates under a Political and administrative structure:   Political Structure: The political wing of Kazungula Town Council is led by the Council Chairperson, who is now directly elected by the general public within the district. This marks a significant shift from the past, where the Chairperson was elected by fellow councillors. The position is now a full-time role, ensuring dedicated leadership and a direct line of accountability to the people. This reform is designed to strengthen local democracy by ensuring that the Chairperson’s primary allegiance is to the broader electorate of the district rather than just the Council chamber. Alongside the Chairperson, a Deputy Council Chairperson is elected internally by the councillors. Councillors themselves are elected representatives of the district’s nine wards and act as a critical link between the local communities and the Council, voicing ward-level issues and influencing policy decisions. Kazungula District comprises 16 political wards, each represented by an elected Councillor who serves as the direct link between the community and the Council. The councillors raise issues affecting their wards, contribute to decision-making, and participate in the formulation of development priorities. The political wards are:

The district also encompasses one parliamentary constituency, Katombola constituency   Administrative Structure: The administrative functions of the Council are overseen by Office of the Council Secretary, who serves as the chief executive officer. The Council Secretary is supported by heads of departments and technical staff in areas such as:
  • Department of Engineering
  • Department of Community Services
  • Department of Planning
  • Department of Health Services
  • Department of Fisheries, Livestock & Veterinary Services
  • Department of Human Resource & Administration
  • Department of Finance
These departments work in coordination with central government ministries and community stakeholders to implement development programmes and deliver public services efficiently. Kazungula Town Council remains committed to good governance, transparency, and inclusive development, ensuring that no one is left behind as the district progresses.
