The mandate of the Constituency Development Fund (CDF) in Zambia is to promote fair and inclusive local development by decentralising public resources to all constituencies. It aims to enhance service delivery and infrastructure, empower local communities to identify and carry out priority projects, and increase citizen participation in governance. The CDF supports the national decentralisation policy by allowing local authorities and community structures to make development decisions, thereby fostering accountability, transparency, and sustainable development at the grassroots level. The Constituency Development Fund (CDF) is a statutory development initiative mandated by:

  • Article 162 of the Constitution of Zambia (Amendment) Act No. 2 of 2016, and
  • The Constituency Development Fund Act No. 11 of 2018.

It is described as “a major tool to take resources closer to the people.” Its primary legal function is to facilitate “The management, disbursement, utilisation and accountability of the Constituency Development Fund.”

Basically, the Constituency Development Fund (CDF) was created to decentralise the delivery of development services by directly allocating public resources to constituencies. Its main aim is to empower local communities to participate in identifying and implementing development projects that meet their specific needs. By doing so, CDF seeks to promote fairness in resource distribution, improve transparency and accountability in the use of public funds, and support the broader goal of national development through localised, community-led initiatives.

  • Enhance Equity in Resource Distribution: To ensure fair and equal allocation of national resources to all constituencies, regardless of political or geographical differences.
  • Support Decentralisation: To operationalise the decentralisation policy by shifting decision making and development planning to local authorities and communities. Increase Community Participation
  • Increase Community Participation: To encourage active involvement of citizens in planning, budgeting, and implementation of development projects.
  • Improve Service Delivery: To enhance access to basic social services such as education, health, water, and sanitation in rural and urban communities.
  • Empower Local Structures: To strengthen the capacity of Ward Development Committees, Constituency Development Committees, and other local governance bodies.
  • Promote Accountability and Transparency: To ensure that public funds are used effectively, efficiently, and in a manner that reflects community priorities.
  • Encourage Local Development: To finance community-prioritised projects that address specific developmental needs at the grassroots level.

  • The implementation of the CDF in Zambia follows a decentralised and participatory structure designed to ensure accountability, transparency, and community ownership. Below is a well-highlighted structure outlining the key stakeholders and their roles:

     Ministry of Local Government and Rural Development (MLGRD)

    • Provides policy direction, guidelines, and oversight.
    • Disburses CDF funds to Local Authorities.
    • Monitors and evaluates the implementation of CDF at the national level.

     

    Local Authorities (Kazungula Town Council)

    • Serve as the implementing agencies for CDF projects.
    • Manage the CDF account and ensure compliance with financial and procurement regulations.
    • Provide technical support and supervision to community projects.

     Constituency Development Fund Committee (CDFC)

    • Composed of stakeholders including the Member of Parliament, Ward Councillors, and community representatives.
    • Appraises and recommends project proposals submitted from the wards.
    • Ensures community needs are reflected in selected projects.

    Ward Development Committees (WDCs)

    • Mobilise communities to identify development priorities.
    • Prepare and submit project proposals to the CDFC.
    • Monitor implementation of approved projects at the ward level.

    Kazungula Context Example

    In Kazungula District, the implementation of the CDF involves:

    • WDCs gathering community needs from villages like Sikaunzwe, Musokotwane, and Mukuni etc…
    • A CDFC composed of Kazungula’s councillors, traditional representatives, and CSOs etc…
    • Kazungula Town Council planning and executing boreholes, classroom blocks, and bursaries;
    • Oversight from the Provincial Local Government Office and the Ministry in Lusaka.
